Advice on budgeting for sound design

I'm working on a 40-min animated film, which includes approx 24-min of professionally produced, recorded and mixed orchestral music (already commissioned). Voice is already recorded, but not mastered (about 2 minutes in total). I need to budget for a sound designer to work this up into a full track with foley and imaginative SFX. I also need to budget for a mix engineer (same person/studio?) for a 7.1.4 final mix. I'd appreciate any rough guide of what I should expect to budget, e.g. is there an industry standard per minute of film?
