The basics of budgeting are the logistics of the shoot. If away from home, accom, food, travel are actually a lot more expensive than most people expect, and the lower the budget, in relative terms, the more expensive they are. These days a van full of kit might as well drink champagne as petrol.
For the technical aspects - some good docs on Shooting People.
But basically it's a simple slog, work out what you'll probably have to pay for, add it all up. IF you can get stuff cheap/free, explain why in the notes. Someone assessing a budget is focussed on one question "if we give this money, will they deliver a movie?" They don't really care what the number is, only that it's sensible.
If you are writing a budget to a funders target DO NOT fudge the numbers to fit. This will get spotted, (if they are paying attention). EITHER decide that the funder can be pushed for more, (your project is that good), OR Find a way to deliver the project to budget. If you really can't, only then should consider fudging the numbers :-)
