In America, there's a company called North By Northwest Entertainment that produce music videos, short films, adverts and feature films. They offer a complete "all in 1" package of pre-production, filming and post-production at nxnw.net . Are there affordable digital studios like this in London?

Why London? I suspect that if price is what matters then somewhere outside London is probably going to win :-)
nxnw.net isn't in New York, or LA, or SF or even Chicago. It's in Spokane, which is to NY or LA as Dartmoor is to London :-)

I'm sure that there would be any number of producer/production companies that would be willing to take your concept and budget and deliver you a finished product...
My company for example has done this a number of times.
Why not post your requirements on the filmmakers bulletin with details of your script/concept and budget. Then just sit back and watch the number of emails come flying in :)

The studio doesn't have to shoot "digital".
I just assumed digital cameras and film was used in the independent sector.

Why not take it one step at a time. First get the script assessed. Lots of resources available to do that. Then get a LP to develop a budget and schedule etc etc... as Paddy says above. You don't necessarily have to hand it to one company to do all that. If you cash at hand is low, then this step by step will help.
Then when you have a solid script, a budget, schedule and LP - talk to a prod co.
Are you talking a feature or a short? or something else?
Think I've offered before but will do again - I'd be happy to give a producers assessment of the script if you would like.

Hi Matthew, sounds like your looking for a line producer, that's pretty much exactly what they do in the early stages. They break your script down, crudely schedule it, and budget it, and give you a number you need to find in order for them to make it. That process takes many days, so you'll likely pay for that time as some kind of budgeting fee, which also serves to show the LP you're serious.
Of course they can only give a broad guide as so many costs will come down to the directors vision, casting, etc. Director wants a helicopter shot? £££. Want Brad Pitt? ££££££££££££££. You get the idea!
