Are there any so good free/low cost film festivals to submit a feature to?

I was doing some research into submitting films to festivals, I was looking up some free or low cost film festivals to submit my supernatural film to, and I saw a short list of festivals which included Portobello Film Festival, London Underground Film Festival, Cornwall Film Festival and BFI London Film Festival.
Now I was wondering if any filmmakers out there have submitted their films to any of the above festivals and what was the outcome? I need to know if submitting to a small festival will do a film any good?
Also if there are any other film festivals I could submit my film to that would help get the film seen etc and create a buzz round the film I would love to hear about them.

Thanks for your answers. So do you think the BFI festival is a good one to submit to?
I would prefer festivals that are in London, or the UK, that is why I asked about those specific film festivals in my question as they are all either in London or in the UK. I wouldnt want to travel to out of the way places such as Warsaw or Istanbul. But thanks for the suggestion. Also I have heard a lot of bad things about Marbella Film Festival, and that it is very expensive. They make you pay after the initial free submission and then they want more money out of you for the party and events etc. So I cannot afford to do that.

Hi Cindy
Before you do any festival submissions, I would advise you to plan your goals and budgets for your film. It sounds like you have a film which might play well - and might be able to help you achieve your goals once you figure them out - at the genre festivals.

A couple of festivals that are very supportive and get good audiences (which we had great experiences of with our feature) were the Warsaw Film Festival and the IF instanbul film festival- there were reasonable entry fees but really worth it , and the warsaw one is a wonderful portal to other festivals as once we were screened there we received many invites from other festivals meaning we didn't need to pay submissions for those. Also think about festivals that suit your film (ours was about music and japan so we were finding many festivals that showcase japanese films all across the world engaged with us, as well as music film festivals - not always big, but passionate and allowed us to get a lot of positive international screenings which really helped boost the profile of the film.)

Thanks for your response. Thats just it, we dont have budgets and goals, we are just looking for a few festivals to submit our film to. We dont have money to spend on consultations etc. What we need is a few local festivals that are either free or low cost. Preferably ones that we dont have to travel to as we dont have money for travel either.

I know the BFI festival but not the others. There are lots of free festivals, generally the European ones are free. I would recommend looking up the BAFTA recognised festivals as a starting point, also Raindance have a lot of lists of festivals on their website.
