PS - don't forget that pretty much any price anyone gives you for hire will be +delivery +VAT

Delivery you can probably work out for yourself (ie collect), but VAT may come as a shock if you're not planning for it...

I get all my camera and most of my lighting kit from Focus24 in Hoxton: http://focus24.tv/
Their kit is better looked-after than any other hire company I've used.
For more specialist lighting I go to Panalux.
You need insurance for both these places though - this is almost universally the case. But you can get a cheap short-term policy with a company like Essex: https://www.essexinsurancebrokers.com/

Go to any camera hire place, they all have small shooting lighting kits. Leave a deposit and credit card, you may not need references. All are friendly if you're spending money. Many will negotiate rates, forget SP, just ask them for a quote, then shop around, or try a bit of chutzpah and bargain them down. This is how the business works, so learning to bargain is an essential skill anyway.

Where you may comes unstuck is if you're not insured, in which case leave a large cash deposit and self-insure.

If nobody has the kit you're after, panalux have just about everything under the sun, but will require a more formal hire. Neg Earth are close by as well, but again will require the formalities.

I would highly recommed VMi in N3 (near North Action) their demos and camera training are excellent and their staff are very knoledgable and very friendly. I think they supply most of the industry stand lighting kits check their website just be certain.

Hope this helpful.
