I use Tamajii inc for storyboarding, it has worked really well for my last film. It is an Apple iPad app and works best on iPad, naturally.

I hear Celtx is ever expanding on this, the free version of this might be a little restricted but it is super cheap for the upgrade. They are working on iPad apps to support their Windows/OSX platform version.

Google Celtx, see if that does the job.

There is MovieMagic but I'm finding it difficult to pick up on a tight budget.

Yeah Celtx has a storyboard template. Even on the free version I believe.

The latest post on our embryonic blog for an upcoming short mentions how we used Google SketchUp, and includes a frame from the storyboard. Feel free to contact if you want more info on how this free programme helped us.
