Is anyone aware of a dedicated site or resource that specifically lists people of colour involved in film and TV production such as directors, technicians, creatives, producers especially in the U.K.?

Hi Martin. Both DandI (http://dandi.org.uk/) and Film London's Equal Access Network (http://filmlondon.org.uk/industry/equal-access) cast a wide net for under-represented ABL and BTL talent (e.g. people of colour) and are used by many production companies looking for UK crew. Defo look into them.

Directors UK offer a search function where you can specifically search for Directors of colour, women directors or BAME. It works, I was found and hired via the same.
