I've noticed some filmmakers describe themselves as "Award Winning Film Director" simply for winning an award at a local, unknown pseudo festival. So the PR angle must be a motivating factor in their entries to these types of festivals.

Probably. You don't need a huge number of entries to make a profit if profit is your aim, and you budget accordingly. And where is the line between "making a profit to run the next year" and "making a killing"?
If I made films for comps, I'd only enter festivals I wanted to win, because a win meant something to the wider world.
Of course perhaps some makers are tempted to enter "lesser" festivals because they want that "won...." blurb for their PR.
So it can be a mutual feeding circle :-)
