Hi Harry,
Yes, but just writing 'requires production' leaves a lot of ambiguity.
If you're not planning to raise finance to produce the script you should let people know up-front.
A writer could apply to you under the impression that you'll be paying them for their script, or that the people involved in production will be getting paid, not just working as a favour.
You need to specify, Harry.
