Do you need to have reached a certain level or point in your career before contacting any? And where on Earth do you find them?

FYI- I’m looking for rep as a Director in Film/TV drama and commercials if possible. I’ve been working in Film-TV for 20 years almost all of it as a Producer-Director, of factual & docs at first and then promos. Of late I've written and directed short films with modest success ie awards. An industry contact wanted to put my name forward for a Directing gig but said he couldn’t unless I had rep. How do I go about it?
