INDEXI make films independently, therefore I can't pay...

Seen yesterday "What you'll get from this expenses only role:
Unfortunately this roles are expenses only as we are independent filmmakers and the budget is extremely tight. This is nonetheless a great opportunity to work alongside very professional and talented people and the opportunity to acquire a solid piece of showreel material."
Since when did it become acceptable to say words to the effect of "I'm an independent film maker therefore I can't pay you" - this is a non-sequiter because you are an independent film maker that doesn't mean you have an automatic entitlement to not pay people.

If this is the one I think it is, I saw some of the other roles they were casting for in the same short film, they appear willing to pay the leading roles and for hair & makeup but expected the rest of the cast and crew to work just for expenses.

I hate the fact that no-budget filmmakers have hijacked the term Independent Filmmaker! What they actual mean is a filmmaker with little to no money.
In my mind, if you can't pay the entire crew minimum wage for the entirety of the shoot, then you are a no-budget filmmaker as well as an Indie filmmaker.
If you're making a film for $10M funded by private investors either solely or with a co-producer, you're still an Indie filmmaker. Only when a studio or mini major is involved with your project does it loose the 'Indie' label, because then it's a 'Studio' picture.
I make films in the $3-£10M range and they are all Indie films. So I feel a negative connotation when I hear that often written/said comment: "Indie filmmaker can't afford to pay his cast and crew..." You're a no-budget filmmaker or a bedroom filmmaker or a wannabe filmmaker... you pick!
