Looking for a council estate location exterior and interior of one apartment.

I always imagined the location in London but could be anywhere in the UK really.
The estate need to be quite oppressive/rough. The flat interior should be in quite poor condition.
Any thoughts would be very welcome.

Alas, there are plenty of less glamorous bits in many cities. Poor condition apartments are not an easy find, as they're usually occupied and the tenant cannot afford to leave the place. You could try one of the property guardian companies who will have run down ex-hospitals and so forth which they let for tenants - they're usually a bit rough and tumble

It may help people to know how many days you are thinking of.

Hi Paddy and thanks,
The interior shoot would be 1 full shooting day, perhaps 1.5 days. I would be paying the tenant for use, and if necessary, could put the in a hotel or something overnight. Hopefully won;t have to do too much in the way of art directing the flat, so the inconvenience would be just the shooting time.
