looking to shoot a short scene with a diving board in a public swimming pool and also a boardroom scene in somewhere with grand hotel type boardroom

Boardroom, you could try services offices as well as hotels. Probably from £20/hr, but beg nicely and you may get an upgraded one if its free. More likely to be unused at weekends.

You might find someone with a private pool who'll do you a favour, although a diving board suggests you want something sizeable, hotel/spa pools won't have them.

Worth thinking about ways around the pool scene - to shoot in a pool you'll need to risk assess the water, action (possible stunt), hazardous slippy area, working with electricity near water, dreadful acoustics, lifeguards, and insurance premiums to refect risk, etc., all on top of location costs. Instead, if it's a quick shot, how about green screen and using a still/phone video for the plate?

Diving board. How high? Most public pools got rid of their boards some time ago - health and safety nazis strike again. There is one in Cheltenham that has boards.

But as well as the practicals raised by Paddy, there's also the case that you'll need exclusive access, and work that around their schedule, so you're probably into costs as they'll need their own staff onsite all night (because these places are usually busy 7 days so you're into serious overtime even if the maangement love you).

You could maybe try a non public pool, maybe a school with a pool or a hotel/private gym one, you might have more luck with getting it after hours than with a public one that will be in use a lot more regularly.

I have a pool you can use, but no diving board. You can have it for as many days as you like. I am in south London/kent. As a fellow film maker I can offer you the quite large outdoor pool for free and you buy the diving board which I keep in exchange. They are about £350, so dont know if that works out cheaper, but as above if you can wangle some free hours in a hotel or health club pool that might be cheaper. A hotel might give you the boardroom and swimming pool. But if the diving board is not imperative then you can have the pool anyway, but you must have your own insurance.
