i recently asked people how i could improve my films and majority of the people said to collaborate with people,I've always had to do everything myself and i think its time to team up with other people,i am looking for a producer to work with and come up with a idea for a short film,i want to eventually enter it in competition,i know many actors since going to 3 performing arts school and working in a talent agency so finding actors won't be a problem i also know many locations and have in mind a editor and writer so now i need a producer to work with.

What do you want out of a producer and what do you offer in return? It's a big job with no glamour or prestige, but lots of grief. If the producer is bringing all that to the table, plus a story (and script?), they're not joining your film, you're joining theirs if you see what I mean!
Producers will know where to find cast and crew, so have a think about what you can offer on other productions so you improve your skills as a part of someone else's team. Most of us here will do odd weekend jobs as freebies now and again in order to keep fresh/keep learning - it's one great thing about SP - so maybe volunteer for some entry grade jobs on other people's films and make contacts whilst gaining experience?

Be your own producer.
You're talking about a short, so small scale. At that level production is easy :-)
All you have to do is sit down and word your way through the script shot by shot and work out who is there (cast and crew), what kit/costumes/props they need for that shot, and what set/location.
Then it's just a matter of making sure that everyone knows what they are doing and where they should be and when :-)
If you're an organised person and good people manager by nature, this is easy. If not, it'll be the only thing you ever produce, BUT when you then try and rope producers in to later projects your war story will show them that you understand their pain, and that makes it easier for them to deal with you.
You know your likely available cast and locations. Your crew you can view as a solved problem - get them from here, colleges etc. Just ensure that your plan involves working within their limits.
What you probably need is a writer. You should put the word out that you want a writer for a short, and you would LOVE to shoot an existing script if it happened to fit your available resources (cast, locations).
The short form, in writing terms, is incredibly exacting. IMO most writers can write a decent feature, or a good vignette (sketch), but to write a good 10-20min short, not so many can do it.
My tip - you are aiming at critical success. So give the audience something they can recognise, with a twist. It's an easier WOW than starting with a totally blank slate.
Move a classic to the modern world - Shakespeare has been done too much, but I reckon that some of Joyce's short stories, moved to modern London, might have legs. In particular Dubliners "An Encounter" could be done as a very small but not at all graphic but disturbing film about paedophilia.
