Publishing rights for music score in short film for festival entry only?

I am writer/director of a short 5 minute film and I am not using the short for commercial use, just high profile film fetivals. I have heard of a festival licence for music but not sure on how to go about it?
I want to use the first minute of 'Cobrastyle' by The Teddybears.

Commercial music is really hard to get the rights to, but if you get someone to write and record the music and sign it over via rights form then it is yours. There are free music sites if i were you I would not get into acquiring legal rights, because unless you have serious money or distribution it would be a pain in the arse.

Write to the publisher and ask about festival rights. You might get lucky, or they might be prohibitively expensive. Or they just might not feel like giving you the rights for reasons you will never know. If you do decide you want to license the festival rights, I suggest also negotiating what the bump-up licensing fees would be if you later decide you want to sell your film for broadcast or other exhibition (e.g. online). It's good to know ahead of time what these additional uses will cost (you can always try to renegotiate for lower fees when the time comes, but best to have a rough figure, so you don't work on deals and then find out you can't afford the rights). Probably after you've dealt with all this you'll find yourself studiously avoiding using commercial music in your future projects, since as Ross notes it's a big pain, especially when well-known artists are involved.
