INDEXRAM and GPU vs CPU: Which is more important in 2D animation?

I am using Moho 12 to animate 2D rigs.
It works pretty well, but every other rig slows down or crashes the program.
The computer does not seem to be overwhelmed.
Memory ussage is steady at 33% and CPU at around 21%.
I want to build a new PC, but I am unsure in what to invest.
Should I focus more on RAM and GPU, or get a more powerful CPU?
From what I read online, a powerful CPU would speed up render time, while the RAM/GPU would smooth performence during the actual process of animating and working.
I don't much care about render time, my gripe is with Moho's random periods of not responding when working with particular rigs.
I can't tell what is so special about those rigs and I have applied Moho scripts to fix the problem but no dice...
My current specs are:

Hi,
Not useful for a PC user but I'm using Moho 12 on a Mac Mini (mid-2011, running El Capitan, 2.3 GHz Intel Core i5, 16 GB memory, so nothing special). I haven't had a crash yet. But I'm animating flat vector style animation i.e. no moving textures. I take the render into After Effects to add textures and to FCP to add sound. Perhaps its the complexity or number of layers that effect performance? I also try to keep approx 30 gb free on the hard disk at all times whether editing video or animating.
