Should a TV sitcom aim to be 22 minutes long?

Am thinking of creating a series of comedy sketches suitable for TV.
What length of programme should I aim at?

Depends on the network buying it, BBC will want 28' or so. A sketch show will by definition be easy to trim to length with more or fewer sketches, but as nobody buys single episodes you'll be needing to think in far higher quantity anyway.

Or release a gag at a time on YouTube like Third Leg Studios model.

And if it is a 'sketch' show, please please please don't make the mistake you made in labelling it a 'sitcom' ;-)
Should go without saying you know the difference, right??
