I have a project in hand that requires the use of celebrity mug shots.
The celebs will in no way be maligned - it's just that the faces have to be recognisable. I need about twenty. I'd rather use modern pictures, but old ones will work if that's all I can use. The film will not get a commercial release, but will be shown at festivals.
Is there a resource that I can use..?

I have no real knowledge of that issue but I wondered whether there would be an agency or two specialising in representing some of the most eager, shameless and narcissistic celebrities who are well known because of being regularly splashed all over popular media, rather than for actual talent. Wouldn't they and their agency be happy to have their photos appear in a film in which they are momentarily portrayed as 'icons'? Especially if their photos were going to appear alongside one or two pics of actually talented stars? Not that I'm cynical or anything.

I believe literal mugshots from arrest records of US celebrity arrestees are by default public domain. Also look on wikimedia although they're more likely creative commons (ie noncommercial) licenced

you can try Shutterstock.com I have used pictures from there in the past.

I didn't mean criminal mugshots (though that's a nice idea... nah, wouldn't work) I meant faces looking at camera.
