What qualifies as "commercial" use re stock footage?

I understand the basics i.e. using stock footage in an advertisement, or in a film that brings in money, either to the filmmaker/producers or to the tv network it's broadcasted on.

But I don't know where film festivals fall. I assume that most film festivals are non-commercial ventures, even when a screening is ticketed - is that right, or am I off track?

How do I know what festivals are commercial and which are non-commercial? I'm trying to understand ahead of time, how a current film project I'm working which will be using stock footage licensed for non-commercial use only, would qualify?

To be honest I'd simply talk to the stock libraries you want to use. Ask them where they draw the line. They might all agree, they might not, all that matters is that you know where you stand re each bit of film.

Film festival should qualify as non-commercial. Pretty much all will fall into that category as its understood that you will not make money from the screening. The licence agreement for stock footage likely has a clause that covers it.
