We have a childrens TV pilot and Loglines that we want to send to different networks. I thought it was head of programming we needed to contact?

Try going via a production company they know already in the same sector. They can get through the door in a phone call if they think the project is suitable.

Generally their web site have a commisisoning page. Otherwise I would consider phoning reception and asking if they can give guidelines and contacts for commissioners. Head of programmming will have various people working with them that "look after" strands / genres. They often provide a bit of writing about what they are looking for and their preferred approach. Even so - it helps to be in a production company to get those meetings. But if you do go with a production company make sure that you have a good contact there. Some can be a little unscupulous. Find the company making stuff you like, or that is similar to what you are doing (watching kid's TV is good research) then approach their head of development.
