I'm in SE London there are woods round here. Dulwich/Sydenham. Not sure re licences & cost tho. Not sure if helps.

My suggestion, for what it's worth, is to find private woodland. Council woods will default to public access, so public wrangling and all that joy, as well as having to manage a risky site with public/mountain bikers/etc. Private woods you'll likely just need to show you're insured, bung the freeholder some notes, and get on with it

Oxleas wood has a cafe building, and is in London. But quite heavily used.

For private woodlands I would tweet at things like town and country magazine, or horse magazines as those people may own woodlands.

Hi Ben, a few years ago I used a short strip of wooded trees on Chertsey Meads that ran parallel to river Bourse to film a short - this will give you an idea of what it look like in Jan http://youtu.be/IB60QNCnNgU

Anyway, it belonged to the local private school and the Bursar who I met while scouting it said to drop him an email and let us use it and, even though it ran close to public footpath, we weren't bothered. he did offer at the time using the grounds but as that not far from a large car park of retirement caravan area so might work but you'd need permission though we parked there and no one complained.
