Always avoided getting involved in the 'expenses only' argument. There are pros and cons and every project is unique. However, this post caught my wry eye today (Comedy writer needed to polish first draft).
Just wondered why, for this 'expensive project', it is assumed the poor old chap or chappess re-writing and refining the script will not be in line for any of that 'expensive' budget? Seems like a false economy. If you offer a fee, you may attract a more accomplished writer and produce a far better end result. I always thought the script was the most important part of any film.
Gripes aside, it sounds like a great short film idea, deliciously dark and just up my street, so good luck with it.

I think you should discuss this in the bulletin. I thought it was silly too. If the producer offered a bit of money, could have gotten an experienced writer who could save some of the money by staging things creatively.
