INDEXfilm festival 'on merit'

HI
I have a four minute thirty second short. It is a bit good and we are all proud of it. I am looking for some film festivals (anywhere) but ones that take films on their merit rather than where you pay. Does anyone know of such a thing.
Failing that a good place to start looking for suitable ones.
I seem to remember a chart that was available that had a whole bunch of festivals with deadlines.

Hi Peter, I think that film festivals, despite requiring submission fees, do make their choices based on the quality / merit of the film and not just that you pay. Submission fees are just part of the process of getting your film in front of an audience. Of course there are some free entry options that are worthwhile, of which there are a number - Cambridge Strawberry Shorts Film Festival is one and I believe Whirlygig cinema has free submission and they are a great crew with wonderful audiences and creative screenings.
But if you are really confident with the film then its worth entering fee paying festivals as it will have a good chance of selection and in reality the cost is never that high.
Try looking at London Short Film Festival and Flatpack Festival as a couple of good places to start. And festivals that have been running for a few years tend to be more thoughtfully curated.

Thanks folks. Some very useful info there. I will look into those suggestions. Our film was made for a 48 hour challenge and so was worked to a theme. It has a certain charm and although it did not get a position it was one of those situations where everything just 'fell into place' in an almost uncanny manner :) What it lacks in polish it makes up for in delivery and has a great sense of fun about it. Hi Peter,
Try Movibeta and Shortfilmdepot, good festival platforms that feature cheaper festivals than Withoutabox.
Short Film Central is also a good place to search for festivals and where festival reps can view your film and get in touch with you.
