Skill! Understand your equipment and how it behaves in low light
Mist or smoke! Those shots are all glowing as there are particles in the air bouncing light beams around

Some of those have fog. It's really about watching the weather forecast there (Well, that's the easiest way.) Also, understand the sun set, when it bounces, and just observe your surroundings.

I spent a year taking photos every day once, when I was unemployed, and I found that the time of day (or night), time of year, and other factors can do almost as much as a camera. That said, filters, lenses, tripods, shutter speeds and so on give you more control. Even though I had an extremely cheap set up, some of the photos turned out great.

There's also post-production effects, but you need a passable starting photo for these to work. If you shoot in RAW, it's much easier for an editor to fix.

It's a skill, and it's not just about knowing your camera, but knowing your surroundings. With studio photography, you have control. With outdoor photography, you research so you don't waste all day waiting for the perfect shot. Pre-production has a lot to do with it!
