I imagine the most key thing with any script is that it's a powerfully compelling story that lifts itself above the trite, banal and the common. Secondly that it's targeted intelligently with regard to what it'll cost to make.
Beyond those absolutely key things is getting access to someone who's actually worth accessing. If one doesn't have the cultural wherewithal and nouse to manoeuvre oneself through the arcane processes required to rise head and shoulders above the other 20,000 scripts seeking an audience; then one ought to find collaboraters who do. There's more than one way to skin that proverbial cat though and one need not take anyones advice as a generality. In any event the first point above must be a priority.
