One of the benefits of being a member of SP is that requests for information are answered on the list for all to share. There's no definitive rates that apply to short films. Most people work on shorts for the fun, experience and/or credits. It's up to the producer to convince crew that it'll be worth their effort. The bottom line must be that crew members and actors don't suffer financial loss, get looked after in terms of catering, transport and accommodation etc. If however the producer has money to pay industry rates then a visit to BECTU's website will give a good idea of crew rates and at Equity's website rates for actors can be found.
