Be very careful, here. It's completely necessary to have a translator with a foot solidly in each culture, and of course fluent in each language. The difference in English and Japanese is staggering, and especially politeness levels, male and female forms of speech, etc. I know someone here (U.S.), but even still, I wouldn't hire her for a British film. We are culturally too different. It won't be enough just to give them dialogue breakdowns. They'll need those as well as a window burn of the film.

You should prepare yourself for the cost of this. If you're trying to do it on the cheap, Paddy's suggestion might be a good way to go. People learning to be translators are not people just learning the language. I would think that they are extremely adept in both languages and cultures, and are looking to further their skill level. I would at least check into it.

Hi, I'm Japanese and took courses to be a translator before. Please let me advice you;
1. Even if the Japanese could speak English fluently, the person's Japanese might be not good (sometimes awful actually).
2. Translation of letters(for business, books etc) and translation of videos ask totally different skills each.
Thus, please hire a person who is a specialist of video translation or at least a person who is studying to be a video translator, not books' translator.
I'm sorry that I don't have any specific recommend companies but I think you can find them on internet easily. Good luck.

I used to know someone whose English is better than mine, and who had (still has?) a Japanese mother. She spent some years living in Japan and taught English there. All I have as a contact for her now is her Facebook page, which I'm not even sure she uses any more. But if you are interested in approaching her, PM me and I'll give you her Facebook link.
